Experts Meeting on Governance of Regional Innovation Policy
On July 2nd, 2008, the Council on Competitiveness and the Organization for Economic Cooperation and Development (OECD) co-hosted the Experts Meeting on Governance of Regional Innovation Policy: Agencies and Public Bodies to Support Innovation in Regions. The group discussed varying organizational approaches to support regional economic development and different methods for monitoring and evaluating public action on regional innovation. This discourse was an important step toward identifying the essential components of successful regional innovation policies and practices. The presentations from the meeting are available below.
Claire Nauwelaers from UNU-MERIT, The Netherlands (PDF)
Regional Innovation Agencies (RIAs) are explored with regard to their scope, role in regional innovation systems, activities and forms of governance. Various types of RIAs are presented, followed by success criteria and strategic questions for RIAs
James Leighton from Bretagne Innovation, France (PDF)
This outlines Bretagne Innovation’s top regional priorities, as well as suggestions for creating a shared methodology to measure the success and effectiveness of regional initiatives. Differences in the perception and reality of successful integration are presented to emphasize the importance of properly evaluating innovation potential and the effects of economic development.
Andrew Lewis from The Northern Way, United Kingdom (PDF)
Lewis presents key features of regional development agencies in England and the issues arising therein. A review of regional innovation from an OECD perspective is presented.
Valeria Bandini from ASTER, Italy (PDF)
ASTER, a regional development agency in Emilia-Romagna, Italy, supports innovation by promoting business development, the growth of human capital and the coordination of a high-tech network. The organization also interfaces with national agencies for innovation.
Annie Renders from the Institute for the Promotion of Innovation by Science and Technology, Flanders (PDF)
Through the lens of the Flemish innovation system, this explores the monitoring and evaluation of regional innovation success. Monitoring services at a variety of levels are explained to establish a methodology for measuring the overall impact of innovation support.
Karen Maguire from the OECD (PDF)
This presentation explains the new policy context developing at the intersection of regional and science and technology policies. Methods for benchmarking and testing the performance of regional policies are included, along with pressing policy challenges.
