Jack McDougle

Senior Vice President

Jack McDougle leads the Council’s flagship initiative on U.S. Manufacturing Competitiveness, designed to attract, retain and grow manufacturing enterprises in the United States. Jack’s knowledge of manufacturing, business, trade and economic issues has been cultivated from experience in both the private sector and the U.S. federal government.

Previously, Jack was Senior Vice President for Strategy and Business Development at United Elite Technologies, where he developed business strategies for small manufacturing companies and identified marketing/sales opportunities in Africa, Asia and South America.

Jack served as Deputy Undersecretary for Economic Affairs at the U.S. Department of Commerce in Washington DC. He oversaw a number of programs, including Department efforts to turnaround the 2010 Census (a 10-year, $14 billion dollar program employing more than 750,000 people). He also served as Deputy Assistant Secretary for Industry Analysis where he developed programs and directed projects to improve the global competitive position of U.S. firms. This work included developing policy improvements to reduce regulatory compliance costs to aerospace, energy, manufacturing, and construction industries by more than $650 million annually.

Jack’s time in the public sector also includes the U.S. Department of State where he was responsible for coordinating the participation of foreign delegations and leaders at the 2004 U.S. hosted G8 Summit.

Prior to serving in government, Jack was Vice President for Strategic Management at People’s United, a commercial and retail bank.

Jack regularly discusses economic, competitiveness, manufacturing, regulatory, and international trade issues with senior government and industry officials as well as presenting at various meetings and events. He earned his MBA at Northeastern University in Boston.
