Michelle Moore

Senior Fellow

Michelle Moore is a social enterprise executive with more than 15 years of experience as a corporate and senior policy leader in business and government. Most recently, Michelle served in the Obama Administration's White House. As a Senior Advisor to the Director at the Office of Management and Budget, Michelle led the President's infrastructure initiative to cut permitting timelines in half while creating incentives for better outcomes for community quality of life; and as the Administration's Federal Environmental Executive at the White House Council on Environmental Quality, she led the Federal government’s sustainability agenda. Her accomplishments during the past four years include launching the Better Buildings Challenge, which provided $4 billion in public and private investments in building energy retrofits at no cost to taxpayers; doubling the Federal hybrid car and truck fleet and saving an estimated 7 million gallons of gasoline; working with the Navy to commit to purchase 1 Gigawatt of renewable energy by 2020, enough to power about 700,000 homes; setting a 28% by 2020 greenhouse gas pollution reduction target for the Federal government, which it is on track to meet; and shaving from several months to several years off the timelines for 50 major infrastructure projects including the Tappan Zee Bridge, LAX Crenshaw Line, Jacksonville Harbor, and renewable energy, natural gas pipeline, ecosystem restoration, and transportation and transit projects in more than 30 states.
 
Prior to joining CEQ, Michelle served as Senior Vice President of Public Affairs at the U.S. Green Building Council, the non-profit organization that developed the LEED Green Building Rating System.  She spearheaded the marketing, brand strategy, chapter, and public affairs program that led to revenue growth from approximately $17 million per year to nearly $100 million per year in just over 6 years, implemented a national governance model that enabled USGBC to rapidly expand to more than 80 vibrant local chapters, and helped make green building a mainstream movement with registered green buildings in over 90 countries. Michelle also led USGBC’s partnership with the Clinton Climate Initiative, and launched the global Climate+ program for large-scale real estate developments committed to net-zero energy in locations on six continents.
 
Michelle got her start in sustainability as Director of eBusiness for Interface Inc., the global textile manufacturer that Ray Anderson founded and committed to becoming the world’s first restorative corporation.
 
Michelle holds a Bachelor of Arts from Emory University and Master of Science in Foreign Service from Georgetown University.
