Council on Competitiveness Announces New Senior Vice President

WASHINGTON—Council on Competitiveness President Deborah L. Wince-Smith is pleased to announce that Cynthia R. McIntyre, Ph.D., has accepted the position of senior vice president of the Council.
In her new position, McIntyre will be responsible for strategic operations, planning and development as pertains to Council programs and initiatives, and implementing Councilwide strategic plans and development.
McIntyre comes to the Council from Rensselaer Polytechnic Institute, the nation’s oldest technological research university, where she served as chief of staff to the president, associate vice president for policy and planning, and assistant secretary of the Institute. In this position, she managed the institutional performance planning process, monitored campuswide progress on the university’s strategic plan and managed the budget for the Office of the President. Her leadership and oversight of intellectual property, technology transfer and new ventures guided this portfolio to become a successful enterprise for Rensselaer. McIntyre is also a member of the Spelman College Board of Trustees, where she serves as a member of the Investment Committee and is the chair of the Audit, Finance and Budget Committee.
“Cynthia’s high level experience in the areas of project development, entrepreneurship, intellectual property management and strategic planning is a welcome addition to the Council on Competitiveness,” said Wince-Smith. “This new position is an exciting testament to the Council’s growth. Cynthia’s extensive expertise will continue to expand our impact and bolster our competitiveness agenda.”
Dr. Shirley Ann Jackson, president of Rensselaer Polytechnic Institute, is a long-standing member of the Council’s executive committee and a co-chair of the Council’s new Energy Security, Innovation & Sustainability Initiative.
“Rensselaer has undergone an extraordinary renaissance over the last eight years, and Dr. McIntyre has contributed to that effort in countless ways. She played an integral role in the development of The Rensselaer Plan, which guided our growth; she helped to establish a major new enterprise at Rensselaer, which supports technology transfer, new venture creation and regional economic development; and she has helped to shape the Institute’s groundbreaking Experimental Media and Performing Arts Center (EMPAC), scheduled to open in October 2008,” Jackson said. “It is that same transformational focus that she will bring to the Council, and we look forward to our continued collaborations.”
McIntyre holds a Bachelor of Science in physics from the University of Texas, Austin; a Master of Arts in physics from Brandeis University; and a Ph.D. in physics from the Massachusetts Institute of Technology.
